How AI is governed here
- AI tools are assistive, not authoritative. Every suggestion is labelled and must be reviewed by an editor.
- AI never writes to the database. It produces a suggestion row; an editor applies any change through the normal audited edit path.
- No AI output is published without editorial approval. Human review remains mandatory.
- AI is activated explicitly by an operator (provider + key +
AI_FEATURES_ENABLED=true), against a verified corpus, with source grounding and refusal testing.

CSV format
Required columns for au_outputs: output_id, slug, symbol, title, document_type, theme. List columns (countries, actors, secondary_themes, family_tags) use pipe separators, e.g. Kenya|Nigeria|Ghana.
Required columns for paragraphs: paragraph_id, output_id, sequence, verb, text. The referenced output_id must already exist.
